Job Summary

New York State of Health (NYSOH) is New York's official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules.
The Project Manager will work closely with NYSoH program staff, vendors, and other stakeholders to define requirements for the NYSoH, and oversee change requests from start to completion.

Job Description

Tech Valley Talent (TVT) is an HBITS PRIME Vendor, and we have an opening for an Expert Project Manager.
DURATION: 30 Months
LOCATION: Albany, NY – Onsite

The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules.
The Project Manager will work closely with NYSoH program staff, vendors, and other stakeholders to define requirements for the NYSoH, and oversee change requests from start to completion.
Qualifications                                       



  • Project Manager - Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.                           

  • Expert 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.     

  • 84 months of experience working with the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).               

  • 84 months of experience in managing complex projects for New York State or other government agencies.                               

  • 48 months of experience in managing multiple complex IT projects where regular interactions with executive level stakeholders were required.                          

  • 84 months of experience in managing software implementation projects or in-house application development (SDLC) projects.                       

  • 48 months of experience managing complex business and/or operational processes, developing business and/or operational documentation.                     

  • 36 months of experience in managing an IT project with a minimum of five project team members.   

  • 84 months of experience with Rational Team Concert (RTC), including logging, tracking, and prioritizing work items.                             

  • 48 months of experience in managing projects using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well-defined and documented processes, templates, and guidelines for all project phases.                            

  • Bachelor’s degree in Information Technology or Computer Science or similar field of study.   


Day-to-Day tasks



  • Assist NYSoH staff with managing the project using a Project Management Body of Knowledge (PMBOK) based project management methodology containing well-defined and documented processes, templates, and guidelines for all project phases, the adherence to which is required and managed by a formal Project Management Office.

  • Prepare documents such as presentations, and meeting materials

  • Track Project performance to ensure goals are being met;

  • Identify and facilitate communications with stakeholder groups;

  • Utilize formal project change process and communicate changes with all stakeholders

  • Conduct periodic stakeholder analysis sessions to synchronize expectations, and facilitate lessons learned

  • Develop transition plan(s) and execute those plans to ensure orderly transition to Operations
